The Semantic Web layer cake is built on previous technologies and languages (for example, RDF, RDFS and OWL) as much as possible, expanding expressivity at each level and allowing users to use a given representation based on the amount of semantics needed for a particular application. If we step back and look at what OWL 1 lacked, it becomes clear why there has been a push for an additional level of expressivity based on user-defined rules.
